Biosecurity experts have suggested that the use of agents for passive immunization may play a role in responding to certain biological weapons attacks. Candidates for this potential application of passive immunization are botulinum toxin, tularemia, anthrax, and plague. For most of these purposes, only animal studies have been conducted, and therefore the use of passive immunization in potential biological weapons activities is still at an experimental stage.
A biological attack by terrorists or an unfriendly nation is a remote possibility, which nevertheless requires public health emergency response planning. Several interagency simulation models have identified weaknesses in systems designed to respond to biological emergencies. These exercises helped to focus planning efforts on the need to develop contingency plans to eliminate the potential that a large-scale biological warfare event would overwhelm medical capabilities, cause widespread illness and death, and lead to economic and social upheaval. The successful deployment of vaccines, antibodies, and other medicines in the case of biological warfare will depend on a number of factors, such as the number of people who could be harmed by an attack, the stability of the transportation system in an emergency, the availability of viable vaccines and medicines, and the ability of the public health system to communicate with the public and deliver vaccines and medicines to people who they are needed.
